Addiction management

I have some issues with scrolling through Instagram. I've tried to manage this habit and create some rules, set time blockers — not working. I've found that it's easier for me to either stop using Instagram entirely or to come back and after few days be completely uncontrolled again. I struggle to find a balance. However, I'm not ready to give up on social media yet. What has your experience been with managing similar habits?
